Entitlements

i. How does a farmer find out his own water entitlement?

Answer: A farmer who is a member of a WUA is entitled to a portion of the water entitlement of the WUA which is his Allocation. This allocation can vary according to the WUA’s applicable water entitlement of the respective year. This is arrived at by multiplying the Prescribed Unit Water Use Entitlement of the WUA (or per hectare entitlement) by the farmer’s holding. For applicable unit water entitlements please refer to the ‘ Entitlements Register ‘ for the concerned year. A farmer may also contact his respective Water User Association (WUA).

ii. How is a WUA’s water entitlement determined?

Answer: Please see definitions of Applicable Entitlement and Quota. Details are made available on the MWRRA website under the section on entitlements. Please refer to the ‘ Entitlements Register ’

iii. How are WUA entitlements calculated?

Answer: Entitlement calculation sheets for each project and season are available from our ‘ Entitlements Register’ , please refer to the same.

iv. How does a farmer apply for an Entitlement Pass?

Answer: The farmer has to apply to the concerned WUA at the beginning of the season, whenever there is a notice from the WUA for the same. Entitlement passes are then issued by the concerned Water User Association (WUA) in response to the application.


Project Clearance

i. Can a Project which has not received environmental clearance be submitted to MWRRA by the RBA for sanction?

Answer: Yes, a RBA can submit the project for sanction as MWRRA only sanctions a project on the basis of two criteria, viz.: water availability and backlog. However, before final administrative approval, environmental clearance is necessary.

ii. Where can one obtain detailed information about a specific clearance project?

Tariffs

i. Can individual consumers approach MWRRA directly about water charges?

Answer: No. MWRRA deals only with bulk water tariffs. Hence, only bulk water users can approach MWRRA.

ii. How are bulk water tariffs determined?

Answer: Regulations for bulk water tariffs are currently under preparation. Please see section on Tariffs.

iii. Can bulk tariffs be changed at any time?

Answer: Bulk tariffs are revised after every three years.


General

i. What is a bulk user?

Answer: A bulk user is an entity which lifts water directly from the reservoir or canal for its own use or for onward distribution to its individual members.

ii. Who are the Irrigation bulk users in Maharashtra?

Answer: Irrigation Bulk users are WUAs.

iii. Who are the domestic/drinking water bulk users?

Answer: Municipal Corporations, Municipal Councils, Gram panchayats, Maharashtra Jeevan Pradhikaran, etc.

iv. Who are the Industrial bulk users?

Answer: MIDC, Other Industrial estates, large industries, MADC Nagpur, Sugar Co-ops, etc.

v. What is a natural water source

Answer: Natural water sources are rivers, streams, natural lakes, ponds and similar such water bodies.

vi. What is a water resource system?

Answer: A water resource system is a term used for structures made and operated to utilise a water resource. A composite water resource system includes a dam, a Reservoir, Canal’s and sub-canal’s.

vii. Does MWRRA have CBRs for its quasi-judicial functions?

Answer: CBRs for tariff regulation are currently under preparation.
